About the Alliance

The Birth to Five Policy Alliance was established in 2005 to help to shift the odds for very young children and narrow the achievement gap. The goal is to promote innovative and successful policy ideas that support families in their parenting role and ensure positive early childhood development and learning opportunities for at-risk infants, toddlers, preschoolers and their families.

The Alliance was created through funding from the Buffett Early Childhood Fund.  The work of the Alliance is currently funded by the Buffett Early Childhood Fund, the Bill & Melinda Gates Foundation, the Children’s Initiative: a Project of the JB and MK Pritzker Family Foundation, the George Kaiser Family Foundation, the Irving Harris Foundation and an anonymous donor.

The Birth to Five Policy Alliance is focused on three strategies to support state-level policy:  knowledge development including research and policy analysis; outreach and support for state policymakers; and building champions among key stakeholders.  The Alliance is chaired by Joan Lombardi, Ph.D., one of the leading experts on child and family policy.
